Petrobangla invites bid for 2D Non-Exclusive Multi-Client marine survey State-owned Petrobangla has invited international tender for 2D Non-Exclusive Multi-Client marine seismic survey for its maritime territory in the Bay of Bengal.
According to official sources, the national hydrocarbon agency published the tender notices in different local newspapers and on its own website recently asking interested international geophysics companies to submit their respective bids by March 29 this year. “This is for the first time the Petrobangla invited such ‘Non-Exclusive Multi-Client Marine Survey’, a senior official at the organisation told UNB.
Explaining the matter, the Petrobangla official said that under this tender the interested geophysics companies will “only conduct seismic survey in our marine territory” at their own cost and can sell the acquired data to other international companies on a commercial basis for a certain period.
But the company will not get access to the areas which have already been awarded to international companies for exploration.
“Petrobangla will remain the owner of the data, but cannot sell it to other companies for commercial purposes. That’s why it’s called ‘Non-Exclusive Multi-Client Survey’.” This kind of survey is also termed as ‘speculative seismic survey’, the official added. He said normally in the past, Petrobangla had invited international tenders for hydrocarbon exploration under which the bid winning companies conducted seismic survey at their own cost as part of exploration job.
“But this time, a separate company will conduct survey and sell the data to other interested companies,” he said, adding that this data will be useful for those companies who will participate in the exploration bidding next round if or when Petrobangla invites it. After the settlement of disputes with neighbouring Myanmar and India, Bangladesh last year invited international bidding for offshore hydrocarbon exploration. But the response was not very encouraging. Many officials and energy experts believe that non-availability of such marine seismic data was the main reason behind the poor response at that time. “That’s why this time we’ve first gone for seismic survey,” said another Petrobangla official wishing anonymity.
He said the Petrobangla has a plan to complete the bidding procedure within two months and award contract before November this year.
The company will get two years time to complete the survey. The main target of inviting the tender will be to utilise the upcoming suitable time – from November this year to March next year. The company will get next season as well.
Officials said the selected company will conduct 2D survey in the water having depth from 20m to more than 2500m. The seismic coverage area will be 85000 square kilometres where the selected bidder will conduct about 15,000 line kilometre seismic survey.
The company will have to complete the survey, data acquisition, processing and interpretation by 24 months. Then it will get 10 years time to sell the data. After cost recovery, the profit will be shared between the company and the Petrobangla. As per prequalifying condition, the interested company must have three years experience in doing the job.
