The second unit of Rooppur Nuclear Power Plant (RNPP) has got the license. Bangladesh Atomic Energy Regulatory Authority (BAERA) has given the license on Sunday. The license was formally handed over at a ceremony at the Pan Pacific Sonargaon Hotel in the city.
Professor Dr. Naiyyum Choudhury, the chairman of BAERA has said that, all the required assessment is done. The license is given after a successful completion of all the required processing. He also opined that, prior to issuing the license, all the related matters including transport, conservation and disposal of nuclear waste were evaluated.
Dr. Naiyyum also said that, this license is given to ensure the safety of the public and the environment from the probable harmful effects of radiation emitted from the nuclear reactor and nuclear power plants. Protecting the public health, ensuring safety for them and the environment is our responsibility.

Bangladesh Atomic Energy Regulatory Authority (BAERA) granted a license to Bangladesh Atomic Energy Commission (BAEC) for construction of Unit No. 2 of Rooppur Nuclear Power Plant, following the Russian design .The license confirms the safety of the design for construction as well.
The environmental impact of the nuclear power was assessed. The license for commencing operation will be provided later after maintaining due procedure that includes verification of site license, initial security analysis reports, authorization of the construction, final security analysis reports. This license will have to be renewed every year.
For the very first unit of the RNPP soil, water, air, and other environmental elements of the site are tested. The license is given by reviewing the results of 63 types different test of soil, water, air, earthquake and so on. This license is issued only when a site is found pretty suitable for a nuclear power plant.
RNPP will have two reactors. Licensing is a must for installing such reactors and BAERA provides such license in Bangladesh. The annual fee is 30 lac taka for renewing the license of the commercial nuclear reactor. Apart from this, 3 crore is destined siting fee, 2 crore is for for installing it and 2 crore has to be paid for keeping it operational.
“ASE (Atomstroyexport) Engineering Company as the General Contractor performs all obligations related to the construction of the Rooppur NPP. Currently, the construction of the first power unit is under way, and we are taking necessary preparation fo pouring of First Concrete into the slab of reactor compartment of power unit No. 2”, said Valery Limarenko , Head of the Engineering Division of Rosatom State Corporation.
Construction of Rooppur NPP Unit 1 started in November, 2017. Currently the works on construction of the walls and reinforcement of the reactor building and the foundation slab of the auxiliary reactor building are being performed, while soil stabilization works for the evaporative cooling tower and others have already been commenced.
The Rooppur NPP construction is performed based on the Russia-Bangladesh Intergovernmental agreement on cooperation in the area of NPP construction in the territory of the of Bangladesh, signed on November 2, 2011.
On December 25, 2015 General Contract for designing, construction and commissioning of 2 NPP power units each of 1200 Mwe capacity and based on VVER-reactors was signed in Dhaka. Atomstroyexport, a concern of ASE Group of Companies, which itself represents the engineering division of Rosatom State Corporation signed the deal as the General Contractor. ea Rooppur NPP is under construction at the Ishwardi Upozilla on the bank of river Padma and 160 km from the capital city of Dhaka.
The selected design for Rooppur NPP is based on VVER-1200 reactors , having its prototype at Novovoronezh NPP-2 of Russia. This is an evolutionary GenIII+ design which entirely meets all international safety requirements.
