Almost 1000MW new oil based power plant constriction processes has
been finalized. It was informed by a source of power energy and
mineral recourse Ministry.
At the present stage of Coal based power plant implementation, it is not
possible to get electricity from those before 2025. For this,
government are going with oil.
State minister of power Energy and Mineral Resources Nasrul Hamid said
to Energy Bangla, “Oil based power plants are contracted by
calculating the ratio of the fuel mix in the power sector. Beside
this, some existed oil based plants have to shut while the new plants
to be launched. So, the power sector will have any adverse situation
for new oil based power plants.” “By increasing import, it is possible to keep the electricity prices
and the supply in normal.” State minister added.
Officials inform, oil-based power plants are in final phase. 550 MW
will be in Chittagong. In which, one 300 MW, two 100 MW and one of
them are 50MW. Another 3 plants are being constructed in countries
other places. Each of them are for 50MW. Another 200-300MW plant will
be constructed in Khulna. In Khulna, Plant is constructed through the conventional-tender
process. By finalizing the tender, PDB send it to ministry for
approvals. But Complaints are for plants tender evaluation. The issue
being examined.
Oil based power plants are constructed by Rapid supply of electricity
and Energy special law. 550MW plants are constructed in Chittagong
because this region has shortage of electricity. beside this, oil can
be directly supplied to the plants by ship and having the oppertunity
cost will a lot less.
Former special assistant of chief adviser to the caretaker government
M. Tammim said, “Because the government couldn’t start coal based
power plants in time, now the government have to go with oil based
plants. Whatever they said; government know the fact that if they
increase oil based plants the average price will up.”
Ministry source informs, according to governments fuel mix plan in
power generation, national power greed will be 24000MW by 2021. In
which, 8000MW from coal based, 4000MW from oil based, 8000MW from gas
and rest are generated by importing from India, countries’ hydro-power
and renewable energy. But at this moment, if oil based power plants
are constructed instead of Coal based power plants, the production
cost of electricity could not be keep in control.
According to governments plan, power production cost was expected to
drop in 2014-15. During rental and quick rental power plant
constriction, Government was said in 2009-10, “besides those oil based
power plants, by constricting some gas based power plants and
spatially oil based power plants, production cost will be brought down
to a limited level within 2014-15. As result, the electricity price
increases will not be necessary but can be cut off.”
