A joint venture (JV) of Japanese Mitsui and Company Ltd and Malaysian IMDB Energy Group Berhad (IMDBE) has proposed to set up a coal-fired power plant at Matarbari in Cox’s Bazar having capacity to generate 1200MW of electricity.
The JV has submitted an expression of interest (EOI) before the Coal Power Generation Company of Bangladesh Limited (CPGCBL) recently.
The JV company has also shown interest to set up the power project with taking advantage of common facilities of JICA-funded 1200MW Matarbari power project’s ash pond, coal stock yard, coal unloading deep sea port, 400kv transmission line and access road. In a letter to the Power Division, CPGCBL Managing Director Md Abul Kasem said it is not possible to share common facilities of the JICA-funded power project with others.
“But IMDBE and Mitsui would able to use common facilities of the proposed 1200MW Matarbari if the Coal Transshipment Terminal (CTT) would be implemented under joint venture of CPGCBL and Shumitomo Corporation, Japan,” Abul Kasem informed the ministry.
He said the detail technical proposal, financial statement, project financing, project implementation, O and M management could be sought from Japanese and Malay JV if they would agree to set up the power project in any other site through using coal transshipment terminal. The government has an estimation to implement 1200MW Matarbari power project at $4.6 billion with project aid at $3.72 billion. The CPGCBL will implement the power project with using 3.73 million tonnes of coal annually. The government has a plan to construct a sea port at Matarbari for loading and unloading of coal.
